With my laptop almost on top of the modem my speeds are generally 1/4 of the modem speeds. The signal says it is great. Not certain why this is true.

There is probably some issue related to the Wi-Fi. If Wi-Fi is not strictly necessary in your use case, try to use a wired connection.
You could also try an external router, like these: What router do you use with your Viasat service?

I ran a few tests on your modem just now, and it’s currently receiving great speeds:
Like my colleague informed, it’s possible that your modem has a weak Wi-Fi signal, especially if you’re right next to it. When you get a chance, can you please use a laptop or Android phone to run a complete speed diagnosis on https://speedcheck.viasat.com, with the Viasat Browser?
This will help us get a full reading on the speed situation and allow us to identify/rule out Wi-Fi issues.
