Constant buffering

We pay 230.00 a month for 100mbps/300GB just to be able to operate 2 phones and use streaming services on TV. We cannot even watch a tv show without it buffering every 10-15 seconds. Even with phones disconnected from the Wi-Fi. The speed test shows 6.34 mbps download and 5.14 upload. Any suggestions? We have had issues with speed/connection since we got it but unfortunately there are no other options where we live.
